President: Wayne Reeves

Wayne is a retired naval officer with 25 years of active duty service, culminating as the director of Intelligence and Operations for the Naval Space Command. He retired from BAE Systems after 14 years of serving in positions of progressively increasing scope and responsibility. Wayne served as the BAE Systems Program Director for the Naval Aviation Warfare Center, Aircraft Division (NAWCAD) 4.5.10 Integrated Communications Information Systems (ICIS) Division (AEGIS Radio Communications Systems) and Littoral Combat Ship (LCS) Communications Programs. His recognition of one of the top three BAE Systems, costumers solutions, and managers of the year in 2007 attests to his outstanding leadership and program management skills.

Wayne has a bachelor’s degree in mathematics from Monmouth College, N.J. and a master’s degree in manpower, personnel, and training analysis from the Naval Postgraduate School, Monterey, Calif. He brings his extensive experience with ACAT I programs and the U.S. Navy/NAVAIR environment to the formation of KAIROS. His name/brand recognition in the NAWCAD/NAVAIR community brings credibility, technical excellence, and proven resources to potential tasking and engagements.

A native of Brick, N.J., Wayne now makes his home in Leonardtown, Md. He has been an active member of his community as a former member and past president of the Leonardtown Lions Club, a member of the St. Mary’s Nursing Center Board of Trustees, the Patuxent Presbyterian Church Clerk of Session and choir member, and most recently as a member of St. Maries Musica, a choral group dedicated to serving and enhancing the artistic needs of the citizens of Southern Maryland through choral music performance. Wayne and his wife of 44 years, Linda, have two sons, who have blessed them with four grandchildren.


Vice President: Scott Reeves, PMP

​Scott is the co-founder of KAIROS, and has more than 15 years of professional experience in organizational, program, and project analytics, and has been responsible for leading multiple C4IAS initiatives and managing large diverse functional teams in support of his customers’ vision and execution goals.

Scott’s core functional capabilities are centered around providing decision support capabilities and leadership to customers in the areas of integrated project management, performance management, master scheduling, earned value management, metrics, project management office stand-up/controls, business process improvement, and data visualizations. Prior to KAIROS, Scott was as a Senior Associate for Booz Allen Hamilton leading their Decision Analytics Quantitative Management Controls (QMC) team for their NAVAIR and NAVSEA markets.

Scott has a bachelor’s degree in business administration with a concentration in management from Towson University and is a certified Project Management Professional (PMP). He is a Leadership Southern Maryland Graduate (Class of 2014) and was previously the Treasurer for the Project Management Institute (PMI) Southern Maryland Chapter. Reeves is active in the community volunteering as a coach for youth sports and with his involvement in Three Oaks charitable events.


Director, Business Development: Jeffery Artis

Jeff leads KAIROS Business Development activities related to expanding the KAIROS business base while furthering the company’s brand and community involvement. A former U.S. Marine Corps Communications Officer specializing in field communications, Jeff has more than 30 years of program management and Deployed C4ISR System Interoperability experience. He is currently supporting Special Communications Requirements Division for two disparate but interrelated projects—capturing requirements for an obsolescence database requirements document for the Consequence Management Communications System (CMCS) program and providing strategy and thought leadership for the enterprise’s Business Operations Tools (BOT) suite of applications. Jeff is also member of the BOT Working Group for Use Case and Business Process Mapping development. As a senior manager in a Fortune 500 company, he led an advanced analytics group specializing in DoDAF architecture analysis, analysis of alternatives (AoAs), trade studies, business process modeling, and concepts of operation (CONOPS).

Jeff, from North Carolina, was a typical “military brat” and attended four different high schools (a different one each year) before graduating. He received an NROTC scholarship to Duke University and majored in English. Connected with his time in the Marine Corps, Jeff traveled to the Mediterranean (Lisbon, Portugal and Rome, Italy); Oslo and Lillehammer, Norway; Okinawa, Japan; Osan and Seoul, Korea; and Guam.

Jeff has led teams for the length of his professional life and is excited about the planned growth for KAIROS. He lives in California, Md., and has two sons that reside in North Carolina (one is a rising junior at East Carolina University and the oldest is a graduate of North Carolina Central University).


Director, Planning and Scheduling: Robert Oler, MCTS

Robert leads all planning and scheduling efforts for KAIROS and has more than 12 years of diverse project management experience developing complex integrated master schedules for Nuclear Engineering/Construction and NAVAIR/DoD Acquisition Programs. He currently serves as the lead IMS analyst for the Electronic Warfare Infrastructure Improvement (EWIIP) ADPO at NAVAIR. Prior to this Robert was the schedule manager for a $500-million nuclear design engineering effort to restore the Bellefonte Nuclear Power Plant, located in Scottsboro, Ala., to operational status.

Robert is a native of Baltimore, Md., but currently lives in Lexington Park with his wife and daughter. After graduating from high school, Robert went on to serve proudly in the U.S. Navy as an Electrician’s Mate-Second Class prior to his honorable discharge in 1999. While on active duty Robert completed multiple deployments in the Mediterranean Sea where he served as the Lead Propulsion Electrician aboard the USS Wasp LHD-1.

Robert has been a certified Project Management Professional (PMP) since 2008 and a Microsoft Certified Technology Specialist in both Project and Project Server since 2009. Robert is currently enrolled at Excelsior College earning his bachelor’s degree in electro-mechanical Technology.

Director, Corporate Operations: Michelle Russell

Michelle has more than 20 years of professional acquisition experience, including contracts, pricing and business strategy, price-to-win and market analysis, and proposal management. She has led corporate executives and teams of acquisition and client-facing technical subject matter experts through recent industry issues, including tripwires and sequestration. With a solid background in contracts and contract law, Michelle leads KAIROS’ Commercial Services Division, focusing on strategic areas for KAIROS and our small business clients. She provides consulting services to other small businesses in all areas of corporate operations, including price-to-win, proposals, business development, and audit preparation.

Michelle is client focused-with strong relationship-building and interpersonal skills. She maintains on-going dialogue with government contracting officers and industry peers, and is an active participant in the NAVAIR Small Business Roundtable, Patuxent Partnership, and Chamber of Commerce.

Michelle has a bachelor’s degree in economics from St. Mary’s College of Maryland. She is a Board Member and graduate of Leadership Southern Maryland. Michelle is from St. Mary’s County and has an active role in local industry, government, and volunteerism.

Director, Engineering: Erin Hein

Erin started her engineering career with BAE Systems and then becoming a civil servant, assisting with the design and development of Navy C4ISR systems for the DDG 51 Class destroyers. While a civil servant, Erin expanded her knowledge of C4ISR systems to air and mobile platforms as well as ATC, IFF, and non-cooperative identification systems.  Her roles included Identification Systems Division Chief Engineer and 4.5 Avionics St. Inigoes Chief Engineer. A desire for a better work/life balance led her to take time off to focus on her family.  She is now the director of Engineering for KAIROS, looking to provide customers quality solutions and support within cost and schedule constraints.

Erin has a bachelors degree in mechanical engineering from Lafayette College and a master’s degree in systems engineering from Johns Hopkins University. She is a part-time professor for the Johns Hopkins University Whiting School of Engineering Masters in Systems Engineering program where she teaches classes as well as mentors students executing their culminating project.

Director, Cybersecurity: Kevin Reynolds

Kevin has over 20 years of professional experience in Cybersecurity and leads all aspects of the Firm’s Cybersecurity Business Portfolio. He is a highly respected Certified Information Systems Security Professional in both the NAVAIR and NAVSEA markets and has led multiple, diverse teams across NAVAIR and NAVSEA as an Information Systems Security Officer and Senior Information Systems Security Engineer supporting ACAT I – IV programs, unmanned systems, sea- and land-based platforms, and RDT&E systems.

Kevin is a Risk Management Framework (RMF) subject matter expert and Navy Qualified Validator who once taught the Navy’s RMF Validator’s course. He currently leads RMF transition efforts, develops Cybersecurity strategies to better secure Navy systems, and serves as the Government’s principal adviser on all matters, technical and otherwise, involving Cybersecurity.

Kevin has a bachelor’s degree in Computer Systems from New Mexico State University and a master’s degree in Information Resource Management from the Air Force Institute of Technology.
